MIRA is the combined outcome of the Flemish scientific knowledge that is scattered in universities, scientific institutions, administrative services and all sorts of organisations. All efforts are coordinated by MIRA team of the Flemish Environment Agency (VMM)

The task of the scientific writers is to rearrange the available knowledge in order to make it applicable to the policy foundation. This usually involves comprehending the knowledge and completing it, as well as the development of indicators and models. Reporting within the compulsory time schedules of the policy preparation needs to be done in the frame of the DPSI-R-chain.

A steering group that has been made up by decree accompanies the MIRA process. The chairman is Professor dr. Emeritus Rudi Baron Verheyen from the University of Antwerp. Two members are selected out of Flemish universities, two out of the administration, two out of the Environmental Council, two out of the Socio-Economic Council. Furthermore five independent experts are assigned.

The MIRA team sets a design to make the cause-effect processes obvious. The team-members also help to create models and to define indicators that clearly show the links of the cause-effect processes. The team assures the uniform look and feel of the textual contributions, in order to improve the readability and receptivity of the knowledge.

The MIRA team belongs to the Monitoring & Research department of the Flemish Environment Agency (VMM). The Flemish Environment Agency (VMM) is a governmental institution, responsible for water and air issues and for co-ordinating the Environment Report of Flanders (MIRA). VMM monitors the water and air quality in Flanders, publishes reports on it and proposes policy measures to achieve the required water and air quality. VMM also imposes water pollution and water abstraction levies. The more people pollute or consume water, the more they have to pay.
The Agency encourages citizens towards environmentally friendly behaviour via information, reporting and environmental education projects.
